Indian Culture that we cannot change

Hi All,
This is my personal experience, that i want to share with you. Today i wend for Driving Licence to RTO office through one of motor driving school.
Starting from application verification by clerk through all the people and their behaviour deeply hurts me like, why govtment servents are that much careless about their duty, i gave 200 rs as bribe to them, they have not check my original documents , just stamped on it and given the learning licence. With this kind of govt servents how the police can find terrarist and to control this kind of recklessness about their duty
